The military uses a similar system when sending data. It will burst
truncated data while hopping frequencies. I don't believe that's what
you were hearing, because US Military truncated bursts hop frequencies
several hundred times a second (I'm not sure if this information is
classified or not, so I'm going to stop here). However, it could be a
very similar system.
