Actually Bryan things have changed a bunch in the last few years. The system
you referred to (aka GCCS) has gone through several name changes over the
last 15 years and is now called the HF-GCS. Also the freqs have changed
quite a bit. The primary and most widely used freqs are now down to (all USB
mode): 4724.0 6739.0 8992.0 11175.0 13200.0 15016.0 and 6712.0 kHz
(Croughton AB UK only)

Now on to the message question posed by Martin. There are two types of
messages broadcast on the US DoD HF-GCS network. One is called a Foxtrot
message (the highest priority message they have). It resembles the following
format: "Skyking, Skyking do not answer. authentication "ABC" (3-ltrs), time
1643 (in zulu). I won't go into what these messages are used for since some
of it is still under research and I haven't confirmed some details of their
usage. I hope to cover it in detail in a future Monitoring Times very soon.
The bulk of the messages transmitted on this network and the one you
probably heard are called EAM (Emergency Action Messages). There have been a
lot written about these messages over the years on the net, and most of it
is unfortunately wrong. Several years ago in my column in Monitoring Times I
covered what these transmissions were being used for. It came from official
sources and has since been posted to the internet. Now in my December 2009
MT Milcom column, I covered the latest information on EAM broadcasts (all of
it was based on official sources in the public domain). You can get more
about that including some new additional details again on my blog at

In addition to the frequencies mentioned above for the HF-GCS, DoD also
transmits EAMs on discrete HF freqs: This usually happens when there is a
big USSTRATCOM exercise underway. Recent activity has been heard on the
following freqs (mode is USB): 3160.0 4515.0 4720.5 4739.0 4774.0 4848.0
4937.0 4982.0 5251.0 5680.0 6512.0 6666.0 6686.0 6720.0 6724.0 6761.0 6778.0

There are also special frequencies known as EAM restoral discretes that are
used much more frequently. Some of these have been IDed and are as follows
(again USB mode):
