Every house I ever saw has an antenna.  Usually I tune my radios with a big
knob on the front.

Realistically, if you saw short-wave antennas, he's most likely a Ham,
unless your neighbour is a forgeign embassy with no Ham activity on the
side.  Check the Ham bands.  When you get bored with that in the first ten
minutes, check everything else your radio can tune in to.
