You can search the Spy Numbers Database at 
http://www.spynumbers.com/numbersDB/ for a lot of information.

For example, I searched using your frequency of 8097 and your time of 
1900 - 1935 and found that all of the Morse code stations listed were 
the M8a station.  I then looked up the M8 station at 
http://www.spynumbers.com/profiles/enigma.html for more specific 
information.

In terms of decoding that message, do a web search for "One Time Pads."  
The general consensus seems to be that the message can only be decoded 
by whomever possess the appropriate "half" of the pad.
