E11b uses a stutter group at the start and end of the message eg: 
 
232/10 Attention 77777 77777 12345 54321 23232 
                              45454 65654  98765 77777 77777 OUT
 
E11a is a message without the stutter groups.
 
E11 is part of the Family III stations, all display similar traits.
 
Those monitoring the Family III stations will have noticed the intro has shortened by 90 seconds.
