 This is exactly what I received as well. I did manage to make a full recording of the transmission. The 1700 TX on 17436 started with the same repeated "tres". But no RHC intermixing.

At 1549, AM carrier on & off w/ V2 voice repeating "tres" while carrier 
went on & off.

At 1600, V2a w/ Atencion 37861 58888 56558 callup & into 5F msgs.  At 
about 1625 the V2a audio dropped out & some white noise on freq.  Muted 
broadcast audio came on, then later came up full strength & into music. 
  I don't speak Spanish so don't know what station was being broadcast, 
but they did ID.
