[Spooks] Cuban unid digital signal

It looks to be RDFT (Redundant Digital File Transfer) (aka HD-SSTV)
generated with DIGTRX 3.11.

DIGTRX 3.11 requires Windows XP or 2000 to run, and I don't have those
operating systems, so I can't confirm that there is an SSTV image to be
decoded.
