[Spooks] Cuban RDFT (SK01) continues 17435 USB daily at 1700 UTC

Today (December 18) the signal was amazingly strong, with deep selective 
fading but the redundancy took care of that.  A file was received intact 
and verified.

The file is 231115.txt and the data is definitely some kind of binary. 
It begins with this line in ASCII:

23233232332323323233232332323323233232332323323233

then a short stream of binary data.

Then this whole thing repeats.

Mode is RDFT, Redundant Digital File Transfer, W14 mode (the slow one). 
  This is the second week of this schedule.  They send it about 5 times 
in the 50 minute period.
