Sure. Its quite lengthy though.

Based on reports, Cuban Foreign Intel uses computer programs to create their numbers. In the past and now, many numbers are repeated and they appear to be for the same letter. Using this info that we know, we can attempt to decrypt these messages. (although it will take a while).
There is also a way to decrypt using Matrices and other math functions.

they most likely use a one time pad  imposible to decode you just cant  
decode  
them
