(I know I probably screwed up the reply, sorry)

As stated before, that number now has an "Account balance too low"
recording.  This is from Asterisk, the open source PBX (see
asterisk.org) -- it's the stock recording.  Since RNK (phone company
that owns the exchange) provides VoIP services, this makes sense.
It's not a cell phone or anything like that.
