Finally after you get your license in hand, scour around eBay for a
used Yaesu FT-50RD for a nice handheld that you can use to contact
other Hams and listen to numbers stations, but if listening to number
stations is all you want, I would buy one of radios listed on the 
Spy Numbers page.
