[Spooks] Test number sequence

I'm posting this number sequence to see if the message can be deciphered.  The cipher does not use an OTP and the mechanisms for encoding the message were taken from a children's book on ciphers and passwords.  Therefore the message shouldn't be too difficult to figure out.  Feel free to offer guesses, suggestions, and answers.
