One of the cardinal rules of this kind of transmission is that you don't 
give anything away by the volume of traffic.  Thus even if only one 
message a week or even a month is actually directed at somebody and to 
them means something, the rest of the time you send dummy traffic...   
The old british SIS station in Scotland, P8K, that was on 3650 kHz, I 
think,  used to send such regular traffic every night it was widely used 
by hams for code practise!
