You're half right!

Numbers stations are used by Hitler to transmit messages from his janitors
closet in a Chattanooga Burger King. The aliens he contacts meet up with him
on the White House lawn where they chat with Bush Sr. and Hillary Clinton
for a while while waiting for Elvis.  Once Elvis arrives they hop onto their
anti-gravity motorcycle and cruise to the Loch Ness Monsters pad to hang for
the weekend.  EAM's are used during emergency beer runs.

It's true, I read about it on the internet.
