[Spooks] broadcast methods

Howdy,
I've never believe the Craig's List messages or messages
on /. are more than pranks. Attracting attention to the
messages would be undesirable if they were the real
deal.
Ok, here's my conspiracy theory of the day.
How spam could be used like a numbers broadcast.
You "broadcast" the messages to the traditional
list of victims and your agents. You maintain
a constant stream of null messages hawking the
usual wares.
Some spam has messages embedded in the text or
by stenographic means in the background. There's
no obvious change in traffic or content so no
suspicions are raised.
The down side is if you have a list of recipients
you might eventually be able to determine who the
bad guys are by elimination. Something a numbers
broadcast doesn't offer. It would be a slow process
though.
I'd guess the people responsible for thinking about
these things have already thought of it but I've
never seen it suggested anywhere.
Best regards,
Anonymous of Course
