[Spooks] Letter beacon in Florida?

Some Adrift weather Bouies opperated by NOAA'S NDBC (National Data Bouie Center) in cooperation with NOAA'S National Weather Service. Do have beacons that opperate near the Shortwave Bands & near NOAA All-Hazards Radio(Formaly NOAA Weather Radio). 

Weather radio bands are:162.400 MHz-162.550 MHz. 


Could it be the National Weather Service&NDBC?    Just a thought.
