We can only guess. At this point a pocket shortwave radio is a cheap and 
secure method for spies to get messages.  One-time pads are easily 
disposed of.  The trouble with computers is that it is difficult to 
completely wipe out the data if one is captured. Therefore a level of 
security is missing.

Since these numbers stations have gone on for half a century or more and 
continue to operate, I'm guessing it will be a little while yet before 
they disappear.
