[Spooks] Re:unid blank carrier

My Kenwood TS-850 s-meter is showing it ranging from S7 to 20 dB over S9 
here in east central Illinois.  Some propagation fluctuations but mostly 
around 10 dB over 9.  Very strong signal.

E3 is very weak this morning, with signals about S2 on 14487 and no copy 
at all on 15682 and 16084.
