[Spooks] How number stations work

Hi

I have a question, probably been asked before but here goes.

How do number stations work, lets look at E3/a

Obviously the message starts with a set of codes, is this the intended
recipient or the decode key?
Then the main message.
Each set of five numbers, does each number refer to a letter or is it the
whole block that gives you the word or letter, how would coded numbers be
passed?
