[Spooks] EAM message 6739 USB

EAM message 1/5/04; 6739 USB; 0303 - 0306.  In progress.  Voice (sounded
male, but might have been female) with brief phonetic series.  "I say again"
another set of 28 phonetic letters.  "This is (?).  Out."

There was a very strong reverb / echo on the broadcast which made it hard to
understand.  Listening to the recording, the broadcast seemed to end with
"This is Na .... Out"  The last half of the ending sentence was obscured by
the echo.
