Greetings from Brooklyn, NYC.  The military, or any other government agency, 
just would not interfere with other traffic, such as WWV or the Ham bands, 
with training transmissions.  The military already has training freqs allocated 
for this purpose, and if they were training to DF, all they would need is an 
open carrier, no voice traffic would be necessary.  Encode-Decode training would 
also be on allocated freqs.  Its probably just a couple of drunks on the way 
home from getting pissed at the pub, like the the two crop circle hoaxers in 
England, just trying to get the conspiracy theory crowd to react and make fools 
of themselves coming up with elaborate theories, and they are laughing about 
it.  As for the FCC, maybe they dont know about it, or care.  Its probably a 
very low priority for them.  I know it is for me.
