EK,

If I understand your question correctly, the "activity" (non-broadcast) 
on 6030 kHz is by definition a bubble-type jammer and has been DFed by 
the U.S. government to Cuba (not by me or ARRL for whom I cannot speak).

The jamming activity follows Radio Marti on all (or almost all) of its 
other frequencies as well, not just 6030.  Propagation permitting, you 
can hear the third harmonic of the bubble jammer on almost any 3xfreq of 
Radio Marti.  This has been going on for several years.  The jamming 
transmitters were apparently built in China and were delivered with 
great fanfare some years ago.
