[Spooks] E 10 and QSO

I frequently check 6930 for CIO when I'm listening for US pirates on 6925
Khz.  We frequently hear Spanish speaking QSO's thought to be from fishing
fleets in that general frequency range.  Two things were unusual about this
QSO: 1) it was in English (one participant spoke with a Southern U.S.
Accent) and 2) it was on this frequency.  This is the first time I heard a
QSO on this frequency.  Usually pirates (either the broadcasting type or the
talking type) avoid numbers frequencies.  (Not wanting to mess with spy
agencies, etc.)  Unfortunately I didn't leave the recorder running long
enough after CIO 2 broadcast to get the QSO guys.
