Hmm ... here are some of the things I've noted about V2/M8.

Very irregular and poor transmit quality, the voice transmissions often 
mixed in with other voice signals which are not consistent (other V2 
transmissions, Radio Havana, other unknown voices) and/or CW signals for 
M8, intermittent hum on signal, often distorted signal.  These vary from 
transmission to transmission.  The CW signals also of poor quality, 
sometimes two simultaneous CW signals can be heard on one frequency.

After Hurricane Ivan went through Cuba, both stations were mostly absent 
for about a week and gradually appeared on their expected schedules again.

I fugure the US government would be able to do a lot better job at it than 
that.  If all that is by some elaborate plot, someone has way too much 
time/money on their hands!  :-)
