I have heard a few transmissions like this over the years, dial tones,
ringing, the recording, busy signals and the off hook beep, all US style.  I
assumed many were ship-to-shore.  I did make one recording of the busy
signal, but none of the others.  I did hear one ship-to-shore phone patch on
13,080 USB a few years back.
