This is a very curious station.  I heard it again last night starting at 
about 2230Z when I got home from work.  It was about S7 then.  By 0000Z it 
was up to 20 dB over S9 and stayed at about that strength until when I 
went to sleep at 0500Z.  I happened to wake up at 0900Z and turn on the 
receiver and it was gone then.
