That's in a maritime band. Maritime radiotelephone stations often send in
both a local language and EE. The last thing they send is often a list of
ITU maritime channels: http://www.wunclub.com/files/maritime.html

That's not to say it's not a cool catch even though it's not numbers. I
always enjoy DXing remote coastal stations from Colorado.
