AFAIK, there is no "numbers stations" using VHF/UHF due to their limited range. If you get anything in these bands that sounds like a numbers station, then it is most probably some training exercises for operatives that will be sent on the field later.

If I am correct, Warrenton Training Center used to broadcast in the 60 MHz range, and some E10-likes TXs were heard slightly above 30 MHz in Israel some years ago, most probably for the above described purposes.
