[Spooks] Question about spy numbers

USA, and South America are prime spy activity areas....Cuba is centrally 
located to both so an omni pattern would seem to make sense.

What are they doing? Spying of course...Industrial espionage, something 
they can sell for hard cash...affecting elections, assisting other 
nefarious types, your guess is as good as mine.
