[Spooks] Question about spy numbers

Encrypted packet radio might be more secure, or "better" (depending on
your idea of better), but it would be more expensive, and not as
low-key.  Also, if it was sent encrypted, there would have to be some
sort of 2-way communication for it to be sure the message was received
correctly.  I'm sure you can figure out why that wouldn't be a good
idea.  I'm sure some people DO use other methods of transmitting or
communicating, but there's MANY reasons to still do it the old
fashioned way.
