Let me throw another good book into the mix.

"Code Breaking - A History and Exploration" by Rudolph Kippenham. c.
1999 by The Overlook Press.
    $16.95 at Border's. approx. 280 pages.

Also a very good history of cryptography. Not as extensive as Kahn's
masterpiece, but still worthwhile.
Kippenham is a Ph.D. astronomer and astrophysicist at U. of Gottingen in
Germany, and former director of the Max Planck Institute for Astrophysics in
Munich. Very well written and understandable. Drew raves from SCIENTIFIC
AMERICAN.
