[Spooks] IRC Chat

Just a brief reminder that utility monitors can chat in realtime on 
IRC, using the channel #wunclub on the zirc network (irc.zirc.org) as 
well as on the #monitor channel on the ircnet network. These two 
channels are linked together to allow chatting across the irc 
networks. We have several dozen utility, spy numbers, SWBC, and other 
radio listeners online.
