Zack,

It doesn't matter.  The cut numbers are just symbols for some 
coded character and you can represent each "number" by any 
character you choose, so long as you are consistent.  Each cut 
digit is just a symbol for some other enciphered character which 
is unknown to most of us (well, me at least).

Ever play with the Voynich code?  Now there is a set of symbols!
