[Spooks] UNID CW on 6998.6

Hi all,

Was tuning around below 40 meter ham band
and ran across the following CW station.
The station was very weak but readable. Hand sent
slow CW.
Looking at the text of the message, it looks like
a DF type net to me..... But just a guess.
No "outstation" was heard on freq.
