[Spooks] 7862.0 5FGs/cut: M8 via European relay ?

Hi,
just got a call that til now (0835z)
on 7862.0 kHz - 5 FGs/cut (ANDUWRIGMT)
with "header" between the groups:
... + + + RMNAD RMNAD RMNAD RMNAD RMNAD = = = ...
... + + + UUDDD UUDDD UUDDD UUDDD UUDDD = = = ...
sk sk sk   and s/off

That looks like the cuban M8 (maybe M8a ?) but it is very very
strong in Central Europe at 10.30 local, which made a
skip to Cuba (at least with this signal) very unlikely ?
Was one / or the strongest signal on the band !!

Are the cuban use relay stations in Europe ? via Embassies ?
Russia (but even for Russia this signal looks too strong,
except they use broadcasting station power like many 10s of kW)
(Or maybe we had very very very good propagations ?)

Any idea whats going on,
never read anything before about cuban relais ?
or any other "service" using their embassies for number stations,
except a WUN spot some days ago about North Koreans
using their embassy in Cuba for CW 5-groups to "friendly organsiations"
in South America. Any further info ?
