[Spooks] 10125.0 UNID CW, poss M13d?

Hi all,

I was tuning around the 30mtr amateur band and came
across the following CW station sending 5FG.
No callsigns were given.

If this is M13d, would this be a new freq for that station?

 10125.0  UNID  Mon 03312003 1931z CW  IP 5FG  (Poss M13d ?)

Weak but readable.
Station sent each group 2x. Below is the text of the msg.
