[Spooks] Automated Spy Numbers Loggings

Visit http://www.spynumbers.com/db.html

You can enter the logs via a web form, or by email. Details are on the
page. The loggings get put into the DB, and are automatically sent to the
Spooks list.

Be sure to enter your logs *correctly*. The DB has been polluted by people
who enter frequencies in MHz instead of kHz, incorrect time, incorrect
date (remember, if it is 8PM EDT in the US it is 0000 UTC *the following
day*), etc.
