[Spooks] 5F groups on 3523 kHz

They don't think they will be found there as easy.  First, 3.5-4.0 Mhz
is not authorized world wide.  In some countries there are only very
small portions of that spectrum available for amateur operations.
Second, the spooks don't care who it is allocated to.  They will use it
as directed.

What I'd like to know is, with all the HF spectrum available out there,
why 
they'd be using 2 amateur bands??
