[Spooks] 5F groups on 3523 kHz

Hello, Spooks,

Who is it on 3523.0 kHz beginning 0210Z and ending usually around 
0230, with 5F groups ("T" = 0) in Morse?

The sked at 0210Z on 19 Feb began :
555 555 555 242 242 242 32 264 264 264 19
repeated a number of times, then traffic, and ending with
BT 25 25 19 19 T T T

Traffic is mostly 5F groups with occasional inserts at a slower 
speed.

The signal is not strong (QSA2 amid QRN) in eastern Canada, 
Ottawa area.
