If his QTH is in N. America:
Possibly North Korean Embassy, Havana talking to some of its usual targets
(FARC-EP Columbia, CP Argentina, etc.) They send very strong buzzy CW.

>From 0200-0300 I typically hear them somewhere around 10700-11000kHz. RTTY
50/1000 sending KK plaintext, then 5fg's, and then they do corrections
after the RTTY is over in cut cw to the numbers. One side sends where in
the message they want a correction, other side sends the correction as cut
numbers. They are fond of fast dits to interrupt each other.

To confirm this, I'd look for RTTY 50/1000 or other FSK mode around 6980kHz
prior to the CW corrections and see if it contains KK plaintext with lots
of mentions of Havana, Pyongyang, Juche, and Kim Jong Il and then 5fg's.
