They (the fishing boats) are active all the time, and can pop up anywhere. 
I hear them all the time on their way to oil rigs in the GUlf of Mexico, 
and some Mississippi boats on 6 mhz marine channels.
You can hear them in Spanish, Cajun, French and Portuguese.

Some of course, especially the ocean going ones, are spy vessels as well, 
and a listen there will often find drug smugglers as well.
