Two messages have been decoded so far, using a simple substitution cipher.

WOODYPARRMUSTDIEHEREISHOUSE

Which I would take as:

WOODY PARR MUST DIE HERE IS HOUSE

Special instructions decode as:

LAT 34.5710 LON 83.4824

So, who lives at those coordinates.
