"Open Spirit" is an exercise of the combined Minewarfare Flotillas of Belgium,
Denmark, Estonia, Finland, France, Germany, Latvia, Lithuania, The Netherlands,
Poland, Romania, Russia, and Sweden. I wonder if the cluster beacon activity is
connected to the exercise or just a coincidence.
