Hanssen, poor fool, was being run by the FBI against
the Russians. Nothing he did was without observation,
nudging and covert direction by his handlers. In that
role he was perfectly qualified to think it was his
operation alone.
There remains a question as to how early the Russians
began to cooperate in the turning -- perhaps depending
on when the CIA let them in on it.
Same things happened between the Russians foreign
and domestic competitors when triangles were set
up with their ostensible enemies. As with spooks
worldwide.
When budgets are at stake all rules are off, and lives
are not worth much, and death even less.
Sacrificing agents by their handlers is basic spycraft.
