  I think, looking at these call signs and the frequencies they both look to 
me like maritime. 12550 is a maritime calling frequency in CW. The band 
between 12550.0 to 12554.5 is divided into 10 CW ship calling channels,spaced 
0.5khz apart and assigned numbers 1 to 10. The world wide "common" channels 
in this band are numbered 3 and 4 (12552.0 and 12553.5khz respectively). All 
of these channels may be sub-divided into 100khz segments.
