I wonder if those rules would "protect" someone from civil suit however? IE I 
know a case where an employee was discussing some business issues over the CB 
and was monitored by a colleague who reported the conversation to management. 
That got the person demoted and a significantly reduced bonus.  That employee 
had prior history which contributed to the action but the monitored 
conversion lit the fuse...
