The number stations were originally described by their traits. For instance
there is a station called the 'Lincolnshire Poacher'. So called because it
plays the old English folk tune of the same name. Another plays 'Cherry
Ripe'. Those two stations if heard without the tunes could be mistaken as
being the same station. They are now numbered E03 and E03a. The numerical
index was originally devised by the British group ENIGMA. Exhaustive work
was carried out not only to provide the numerical index but to twin
stations where a link existed. Identification of the 'owners' has not
always been possible but 'family' groupings have been identified.
ENIGMA closed just over a year ago but a new group, ENIGMA 2000
[http://reachus.at/enigma] now maintains the list as well as producing a
bi-monthly newsletter. A discussion group has also been started recently
and can be found at [http://groups.yahoo.com/group/enigma2000].
The files system has various items of interest, including the ENIGMA
Control List that you refer to. There is also a 'starter' information
posted in the form of the Hitch Hikers Guide to Number Stations.
There is also the N&O group which can be accessed directly, as you are no
doubt aware. [That also hosts the E2k newsletter as well as its own monthly
offering and other useful files].
If you download the ENIGMA Control list you will see how it works and aids
identification of the stations.
