[Spooks] the Babbler

Legally, hams can't transmit on any of the babbler freqs that I am aware
of.  And I don't know any hams who would transmit there.  They have
their own bands allocated by the ITU and they are grateful for the
privileges which accompany their licences.  (I don't know if the
babblers actually send a message.)
