[Spooks] M8a/V2a goof

Hi Guys:

The 0700z M8 sked on 9063m was most interesting.  It started out in CW
with garbled xmtr cxr sending:
.... 22000 22220 (here stops and goes silent).  At 0707z AM xmtr cxr comes
on and two (2) V2a broadcasts are up blocking each other out!
    Please note that as far as the 0700z CW portion goes, I copied an M8a
sked on  October 31, 2002 at 0900z on 10126m sending callup of "20 00200
00200 02020 (R3)" then went into the standard three messages which were
composed of all 0's and 2's.  Could this be a new M8a procedure?  Is there
significance to these all 0 and 2 broadcasts?  Has anyone else seen this
phenomenon?
    What is with Fidel and his operators that they can't seem to get the
hang of broadcasting the right sked on the right freq at the right time?
Their agents in the field must be pulling their hair out trying to receive a
message in a timely manner!
