[Spooks] E10 string

I alpso caught it yesterday. It aparently stopped at 2000z. For those of
us for whom 6930 is not satisfactory, the two alternate frequencies for
CIO by early European evening are 3270 and 4360.

Today at 2100z, VLB was sending VLB2 (i.e. out of time slot). There will 
presumably be or just have been some string message for VLB tonight.
